Here is the minutes provided by the Committee:

1. Call to Order

8:00 am meeting was called to order by Chairman Paul Fichtner at 8:00 am.

2. Roll Call

Absent:

4. Chairman's Remarks

Chairman Fichtner announced that Lynn Wood from the Finance department will be retiring after more than 30 years and offered his congratulations.

5. Presentation

A. Budget: Chief Judge Kathryn Creswell

Chief Judge Katheryn Creswell is reponsible for nine budgets totalling approximately sixteen and a half million dollars. They are the Circuit Court, Jury Commission, Youth Home, Circuit Court Probation, DUI Evaluation Program, the Law Library, Drug Court Program, Mental Health Court MICAP, and Probation Services. She highlighted various cost reductions stragegies, the savings achieved by using Kane County for the juvenille detention and the cost savings of moving the arbitration program and traffic court back into the main courthouse. She continues to monitor pending legislation for unfunded mandates. She explained the Bail Reform Act. The number of court filings and e-filings were discussed with the committee.

B. Baker Tilly Audit

Heather Aker and Joe Lightcap partners from Baker Tilly presented the November 30, 2016 financial statement audit results. They thanked the County Board and Finance Committee and the many different departments for their cooperation with a special thanks to the Finance department for their efforts. This year the audit was filed on time with no need to request an extension. The audit can be found on the Finance departments page of the county's website.

C. State Budget Impacts

Paul Rafac, CFO, gave a few statements about interpretting the state's budget and the impact to the county. He explained the 2% administrative fee assessed is only on locally enacted taxes, not the base (6.25%) sales tax. He discussed the Local Government Distributive Fund. Mr. Rafac stated he will continue to monitor the various fund sweeps.

3. Change Order -- Amendment to Purchase Order 121-0001 Serv issued to Toshiba American Business Solutions, Inc., to maintain the current copier service and pricing through September 2018, for Finance and to increase the contract in the amount $2,313.45, taking the original contract amount of $11,053.15, resulting in an amended contract total amount not to exceed $13,366.60, an increase of 20.93%.

1. Change Order -- Amendment to Purchase Order 634-0001-Serv issued to Toshiba America Business Solutions to maintain the current copier service and pricing through September 2018 for Animal Care & Control, and increase the contract $3,690.00 taking the original contract amount of $19,439.72, resulting in an amended contract total amount not to exceed $23,129.72, an increase of 18.98%.

Gary Grasso passed out infomation on the implementation of the DuPage Justice Information System (DuJIS). It is Mr. Grasso's intention to bring this forward at Judicial/Public Safety committee.

Mr. Dicianni announced that at 10:00 today he will be at the bill signing in Lomabard on legislation "Charlie's Law" that both he and chairman Cronin supported individually that mandates insurance coverage to children with Autoimmune Neuropsychiatric Disorders Associated with Strep (PANDAS).
