DuPage County Environmental Committee met July 11.

Here is the minutes provided by the Committee:

1. Call to Order

8:45 am meeting was called to order by Chair Amy L Grant at 8:49 am.

2. Roll Call

Present: Grant, Krajewski, Noonan, Wiley (Remote)

Absent: Fichtner, Healy

On a motion by Chair Grant and seconded by Member Krajewski to allow Member Wiley to participate via speaker phone while he is serving in the military. On a voice call vote, all members voted aye. Motion passes.

Member Anderson was in attendance for the Environmental Committee Meeting.

3. Chairman's Remarks

A. 2018 Preliminary Budget

Nick Kottmeyer, Director of Public Works and Operations, briefed the committee on the 2018 preliminary budget for the Environmental Issues.

The preliminary budget was handed out to the committee members for discussion purposes only.

Mr. Kottmeyer explained to the committee that there's not a signicant difference between the 2017 budget and the 2018 budget, however there has been an overall reduction in cost by three thousand six hundred dollars.

Member Krajewski inquired if staff has analyzed how the State of Illinois's newly passed budget will affect the County's revenue and has the proposed 2018 budget been reassessed in accordance with the state's approved budget.

Mr. Kottmeyer explained to the committee that we are in the process of analyzing what the downsizing will possibly be. The County is making less revenue and with the State of Illinois' new budget stipulations, streamlining is necessary, added Mr. Kottmeyer.

However at this point, we have not reanalyzed the 2018 proposal with the new obligations that have been approved by the State of Illinos, stated Mr. Kottmeyer.

Member Wiley stated that the State of Illinois' new budget is taking an additional five hundred million in revenue from the County and our budget is down, that's very frustrating and shocking.

If the committee approves of the proposed 2018 budget; we will proceed with submission as is and if finance has any changes or recommendations we will bring those changes back to the committee for approval, added Mr. Kottmeyer.

Member Krajewski directed his earlier question regarding the affects of the State of Illinois' approved budget in accordance to the County's revenue to Tom Cuculich, DuPage County's Chief of Staff.

Mr. Cuculich, informed the committee that staff is working with revenue analyst in Springfield to understand what applies to the County and what will not apply, staff will continue to update the committee. Mr.Cuculich informed the committee that it's unclear whether the County tax is included or not.

Member Krajewski inquired if staff was aware of exactly how much funding would be lost due to the State of Illinois' budget. Mr. Cuculich informed the committee that revenues in the range between two or three million will be forfeited.

A. Environmental Committee - Regular Meeting - Jun 6, 2017 8:45 am

The motion to approval the minutes from June 6th, 2017 was withdrawn. The vote will be taken at the next committee meeting pending approval of the amendments for June 6th, 2017. All members present were in agreement.

7. Staff Reports

Sidney Kenyon, Senior Transportation Planner for DuPage County Department of Transportation provided an update to the committee regarding the DuPage Trail App. Mr. Kenyon provided a handout that will be attached to these minutes and made a part of thereof.

Kay McKeen of Scarce provided a presentation and that presentation will be attached and made part of these minutes.
