Village of Winfield Village Board of Trustees met May 4.

Here is the agenda provided by the Board:

The opportunity to speak to the Village Board is provided for those who have a question or comment on an agenda item or Village of Winfield issue that will stimulate thought so as to make the Village Board deliberations more productive and meaningful. The Village Board appreciates hearing from our residents and your thoughts and questions are valued.

Respect for the duties of the Village Board and for the democratic process will be adhered to – in this regard, civility and a sense of decorum will be strictly followed. All speakers must address their comments to the Board. Comments that are personally condescending will not be permitted.

Please use the microphone when speaking as the proceedings are being televised. Please state your name and address before commenting – all comments under Audience Participation are limited to three (3) minutes and each citizen will only be permitted to speak once.

6. Consent Agenda

A. Motion approving minutes from the Village Board and Committee of the Whole meeting

held on April 20, 2017.

B. Motion approving payment of bills for May 4, 2017.

C. Motion approving a temporary use permit and waiving applicable sections of the Village

Code associated with the 2017 Farmers’ Market, coordinated by the Western DuPage Chamber of Commerce, on Wednesdays from June 1 through November 1 in the Prairie Trail Shopping Center located at Geneva and County Farm Roads.

D. Motion declaring four vehicles, seventeen expired gas masks, six Automated External Defibrillators (AEDs), and various office equipment no longer used by the Police and Public Works departments as surplus property so these items may be disposed of by sale, junking, or destroyal.

Non-Consent Agenda (7-8)

7. Motion to approve an ordinance authorizing a special use permit for a 2017 summer homeless

shelter at St. John the Baptist Church in Sebahar Hall (0S233 Church Street).

Community Development Coordinator Peter Krumins will present information on the request from St. John’s to operate a Public Action to Deliver Shelter (PADS) site on Tuesday nights at Sebahar Hall during June through September for 2017. The Plan Commission reviewed this request at a public hearing on April 3, 2017, voting 5-0 to recommend approval with several conditions. The Village Board subsequently reviewed this item at its April 20 Committee of the Whole meeting, directing that it proceed to a formal vote.

8. Motion to approve the 2017 Street Improvement Program contract with Geneva Construction

Company, of Aurora, IL, in the not-to-exceed amount of $583,712.

Village Engineer Dan Watson will present information on bidding results for this year’s annual roadwork program on neighborhood streets. Geneva Construction submitted the lowest of three bids received, coming in twenty one percent below the Village Engineer’s estimate of costs. The company has previously completed satisfactory work for the Village, and staff recommends award of the contract to Geneva Construction.
