City of Batavia Historic Preservation Commission met March 13.

Here is the minutes provided by the Commission:

1. Meeting Called to Order: 

Chair Hagemann called the meeting to order at 5:30pm.

2. Roll Call:

-Members Present: Chair Hagemann, Vice-Chair Roller; Commissioners Sherer, Hohmann and Bus (entered at 5:36pm)

-Members Absent: Commissioner Sullivan

-Also Present: Jeff Albertson, Building Commissioner; and Cheryl Collier, Recording

3. Approve Minutes for February 13, 2017 and February 27, 2017 

Chair Hagemann asked if there were any questions or changes to the minutes. There were none.

4. Items to be Removed, Added or Changed:

5. Matters From the Public (for items not on the agenda):

Chair Hagemann asked if there were matters from the public for items not on the agenda. There were none.

6. COA Revision Review: 103 East Wilson Street – Window Replacement (Brad Colby, applicant)

Brad Colby, 816 Park Street, Batavia addressed the Commission and explained that per the Commissions’ direction at the last meeting, he has submitted a new COA for the replacement windows at 103 East Wilson Street. The new COA shows the aluminum simulated divided light window with spacer bar. He also measured the divided light grill bar size on the current window and reported that it is 1 5/8”. He is still proposing 1 15/16" like what is currently installed. Sherer asked if the 1the 1 15/16"grill grill as is this noticeably looks more larger historic than and the current grill. Mr. Colby responded that it is not and looks much better than the other choice, which is 1 1⁄4”.

Albertson did not have any additional information on this COA. 

Chair Hagemann noted that this item has come before the Commission before and the Commission has already looked at it. He asked if there were any other comments from the Commissioners. 

Bus noted that the Commission had a good discussion on these windows, and this may help to set a precedence for other projects. Chair Hagemann noted the appreciation of the owner of the building being very willing to work with the Historic Preservation Commission and keep the historic nature of the building intact.

7. COA Review: 6 North River Street – Wall Sign Replacement (Parvin Clauss Sign Company, applicant) 

Matt Sacheck with Parvin Clauss Sign Company, 165 Tubeway Drive, Carol Stream addressed the Commission. He explained that they are proposing form cut out letters painted acrylic mounted on the brick wall. He stated that all perforations will go in the mortar lines, not in the bricks themselves. This is also the case with the lighting and conduit. Mr. Sacheck asked if there were any questions. Sherer asked about the size of the sign compared to the sign that is currently installed. Albertson responded that the new sign is bigger but he does not have the dimensions. He noted that the proposed sign meets the zoning code. Albertson also reiterated that based on past discussions with the Commission, the City would want the sign attached in the mortar joints and not in the limestone itself. Chair Hagemann asked for confirmation that the sign is lit by gooseneck lighting, and the actual sign does not light up. Mr. Sacheck agreed that this is true. 

Chair Hagemann asked if there were any additional questions. Sherer asked if they were planning on using the existing conduit. Mr. Sacheck responded that they are going to use this existing conduit for power for the gooseneck lighting. Bus noted that gooseneck lighting is somewhat cliché and asked if they had considered another type of lighting. Mr. Sacheck responded that they can provide other lighting, but this is what the customer preferred, and he thought the gooseneck gave a nostalgic look. Bus asked what color the goosenecks, and Mr. Sacheck said that they are black. Roller thought that the goosenecks give the building an older look. Sherer noted that they are a glossy black. Chair Hagemann responded that it matches the fences and rails. Chair Hagemann entertained a motion on the COA.

Roller asked if anyone had noticed the sign at Prairie Path Cycles. She noted that the word Prairie is lower that the words Path Cycles.

8. Updates 

Chair Hagemann asked if there were any updates on the listed items. Albertson reported that there were no specific updates tonight. He noted that he has been having conversations with Mr. Marconi about work that needs to be done, and that they are still working on getting notifications to the owners of a deadline to complete their projects.

Chair Hagemann asked for an update about the Certified Local Government. Albertson responded that they are working on compiling all of the documents for the application. Albertson passed out the Commissioners’ resumes and asked them to review them for correctness. He will get blank resumes to fill out for anyone who does not have one on file. He is working on getting a letter of support from the Mayor, which the City Council has already approved.

Chair Hagemann asked what the timeline was once it is submitted for approval. Albertson didn’t remember the timeline, but will find out.

Roller asked if Albertson got the design guidelines sent out. He responded that they have not, but it is on their list of things to do.

Sherer asked if the design for One Washington would be approved in April. Albertson responded that they are going before the Plan Commission on Wednesday, and then depending on the outcome, they would have to come back to the Historical Preservation Commission. Chair Hagemann noted that he would be out of town on March 27.

Albertson talked about the Salsa Verde sign project. The sign designer made an error on the color scheme when he sent the design to the HPC for approval. The sign should not have had green letters, but white letters with a black background. Bus asked why they are changing the sign when it looked good as it was presented. Chair Hagemann thought that they were making it the same as their other locations. Albertson agreed. Albertson will have them resubmit the COA with the corrected colors so the Commission has it for their records. He will put this on the next agenda.

Chair Hagemann asked if there was anything else for other business. Sherer asked if the Commission has the guidelines for the award application to be submitted. Chair Hagemann explained that they are going to take the old guidelines and modify to the new guidelines.

Bus advised that the National Trust for Historic Preservation is coming to Chicago for their National Conference next year so it would be nice to get the award application in before then because they try to give out local awards at the National Conference. Chair Hagemann will continue to work on this.

9. Adjournment There being no other business to discuss, Chair Hagemann asked for a motion to adjourn the meeting at 5:42 pm; Made by Hohmann; Seconded by Roller. Motion carried.
