Village of Villa Park Committee of the Whole met April 10.

Here is the agenda as provided by the Committee:

Consider an Ordinance of the Village of Villa Park, DuPage County, Illinois, Adopting an Annual Budget for the Village of Villa Park for all Corporate Purposes, in Lieu of an Annual Appropriation Ordinance, for the Fiscal Year Commencing on May 1, 2017 and Ending on April 30, 2018 The Village’s FY2018 budget ordinance provides for the continued provision of Village services, as well as significant capital investment as discussed during the Village’s budget workshops held in March 2017. This is the first reading of the budget ordinance, with ordinance adoption planned for April 24, 2017.

Consider a Resolution of the Village of Villa Park, DuPage County, Illinois, to Authorize a Contract with A Lamp Concrete Contractors, Inc., of Schaumburg, Illinois, for the 2017 Central Boulevard Improvement Project in the amount of $884,744.75 The 2017 Central Boulevard Improvement Project will consist of combined sewer separation, roadway reconstruction, and other related work. The project was publicly bid with twelve contractors submitting bids. Staff recommends awarding a contract to A Lamp Concrete Contractors, Inc. of Schaumburg, Illinois in the amount of $884,744.75. Funding sources in the proposed FY 2017-2018 budget may include the Street Improvement (Referendum), Water, Wastewater, and Kenilworth TIF funds.

8. Consider a Resolution of the Village of Villa Park, DuPage County, Illinois, to Authorize the Acceptance of a Proposal from K-Five Construction Corporation of Westmont, Illinois, for High Ridge Road Corrective Measures and Waiving the Requirement of Competitive Bidding in an amount not to exceed $36,678.50 At the completion of the High Ridge Road Resurfacing Project it was determined that the pavement had poor rideability. Staff has worked to find a solution and recommends accepting a proposal from K-Five to split the cost of the repairs 50/50. It is expected that the total cost of the work will be $73,357 resulting in the Village’s share equaling $36,678.50. Funds for the remediation efforts will be taken from the Street Improvement Fund (Non-Referendum) (60.502.02.299). 

9. Consider a Resolution of the Village of Villa Park, DuPage County, Illinois, Approving an Amendment to a Community Development Block Grant – Disaster Recovery Agreement with the County of DuPage The DuPage County Community Development Commission (CDC) through a Community Development Block Grant – Disaster Recovery (CDBG-DR) previously approved funding for purchase and demolition of the property located at 546 South Euclid Avenue. DuPage County is requesting an amendment to the agreement between the County and the Village. A resolution approving Modification Two to the agreement is needed.

Consider a Resolution of the Village of Villa Park, DuPage County, Illinois, Approving an Engagement Letter with Sikich, LLP for Audit Services for FY17 (May 1, 2016 – April 30, 2017) The Village approved a proposal with Sikich LLP on January 26, 2015 for audits concerning FY15 through FY19. This engagement letter is consistent with that proposal and it is necessary for the Village Board to approve the attached resolution to commence the audit. Fees for the audit include $20,581 for the Village funds, $1,327 for each of the TIF districts (1-6), and $3,713 for the single audit, which is likely to be required.
