Participants are advised that the Open Forum procedure is a privilege and should not be abused. Upon completing an Open Forum request form and submitting it to the Village Clerk before the commencement of the meeting, participants will be recognized and given a chance to speak. The time limit to speak is 3 minutes. If deemed necessary by the Village Board, the matter may be referred to Village Staff or may be placed on a future agenda for Board consideration.

f. Proclamation Of Severe Weather Preparedness Week, March 5-11, 2017

Board to consider a proclamation declaring the week of March 5 - 11, 2017 as Severe Weather Preparedness Week.

Background Of Subject Matter

To encourage Westmont residents to become more aware of severe weather safety measures and to participate in various awareness programs during this week.

a. 3902 N Grant Street - Annexation Agreement And Rezoning

Board to conduct a public hearing and consider ordinances approving the following requests from Gediminas Acas for the following:

Public hearing on proposed Pre-Annexation Agreement to annex and incorporate the subject lot into the Village of Westmont once contiguous.

Pre-Annexation Agreement to annex and incorporate the subject lot into the Village of Westmont once contiguous.

Map Amendment request to Rezone from R-1 Single Family Detached Residence District to R-3 Detached Residence District upon annexation.

Background Of Subject Matter

Planning and Zoning Commission made a positive recommendation at the Jan 11 public hearing. The property owner is interested in connecting to the Village water system. Neighbors asked about the requirements for annexation and water connections.

b. Intergovernmental Agreement With The Village Of Downers Grove For Water Main Service

Board to consider an ordinance to approve a replacement intergovernmental agreement with the Village of Downers Grove for water main service on Roslyn Road.

Background Of Subject Matter

Westmont's water main serves Downers Grove residents on Roslyn Road. The current IGA contains a complicated cost calculation and allocation between the villages for this water service. This new IGA simplifies this process.

c. IDNR Federal Excess Equipment Cooperative Agreement

Board to consider an ordinance approving an Illinois Department of Natural Resources Federal Excess Equipment Cooperative Agreement for the benefit of the Westmont Fire Department.

Background Of Subject Matter

This Agreement allows the Fire Department to obtain at no cost excess fire fighting equipment from the IDNR Forestry Division. The only obligation of the Village is to pick up the equipment and maintain the equipment.

Additional Background

The Village will be part of a cooperative, which gives it the opportunity to review surplus equipment online as it becomes available and to place a no-cost bid for the equipment, on a first-come first-served basis. Recommendation Approve

d. Building Fees Text Amendment

Board to consider an ordinance approving a text amendment to Chapter 18, Article VIII of the Municipal Code regarding Building Fees.

Background Of Subject Matter

Staff recommends amending the Village Code (see attached) to include language that amends fees and combines some of the permit processes.

Additional Background

Staff recommends approval, following a positive recommendation from the Community Development Committee after several lengthy discussions (see attached excerpted minutes from 2016 committee meetings).
