City of Naperville City Council met Feb. 7.

Here is the agenda as provided by the Council:

H. Consideration of motion to use omnibus method for remaining items: 

Illinois municipalities may adopt a group of assorted ordinances, resolutions, motions, and orders by a single roll call vote called an Omnibus Vote. The Omnibus Vote shall be taken following the unanimous consent by the City Council as to the items to be included in the vote. There will be no separate discussion on these items unless a Council member or citizen so requests. In that event, the item will be removed from the Omnibus Vote and considered in its normal sequence on the Agenda.

I. Consent agenda:

1. Approve the Regular City Council Meeting Minutes of January 17, 2017.

2. Approve the Award of Change Order #2 to Contract 16-047, IT Research and Advisory Services to Gartner Inc. for the third year funding in an amount of $115,700 and a total award of $299,333.

3. Approve the Award of Bid 16-365, Substation 138kV Circuit Breaker, to Graybar Electric for an amount not to exceed $214,210.53.

4. Approve the Award of RFP 16-314, Cyber Security Audit to Moss Adams, LLP for an amount not to exceed $122,800.

5. Approve the release of Not Restricted (NR) items and to concur with the need to maintain Restricted (R) items confidential at this time.

6. Approve the following project applications for Federal Congestion Mitigation and Air Quality Improvement Program (CMAQ) funding:

1) North Aurora Road Underpass at the CN Railroad (CIP – BR005)

2) Centralized Traffic Management System, (CIP – TC217)

7. Adopt the Resolutions authorizing the City Manager to execute the Intergovernmental Agreements between the City of Naperville and Will and DuPage Counties for the operation of the regional Household Hazardous Waste Facility.

8. Adopt the Resolution approving the Second Amendment to the Intergovernmental Agreement between the Naperville Park District and the City of Naperville for Installation and Provision of Fiber Optic Service to Certain Park District Facilities.

9. Pass the Ordinance to establish temporary traffic controls and issue special events permits and amplifier permits for the St. Paddy's Day 5K Run and the St. Patrick's Day Parade on Saturday, March 11, 2017.

10. Pass the Ordinance approving a variance from Section 6-9-2:4 (Off-Street Parking Facilities: Yard Requirements for Off-Street Parking Facilities) of the Municipal Code to permit parking in the required front yard for the property located at 427 Martin Avenue, Naperville, Illinois, PZC 15-1-136.

11. Pass the Ordinance approving the Preliminary/Final Plat of Subdivision and the Owner’s Acknowledgement and Acceptance (OAA) Agreement for Douedari Resubdivision, located at 436 W Gartner Road. PZC 16-1-145

12. Pass the Ordinance authorizing a Purchase and Sale Agreement Between the City of Naperville and North Central College.
