Here is the agenda as provided by the Council:

H. Consideration of motion to use omnibus method for remaining items 

Illinois municipalities may adopt a group of assorted ordinances, resolutions, motions, and orders by a single roll call vote called an Omnibus Vote. The Omnibus Vote shall be taken following the unanimous consent by the City Council as to the items to be included in the vote. There will be no separate discussion on these items unless a Council member or citizen so requests. In that event, the item will be removed from the Omnibus Vote and considered in its normal sequence on the Agenda.

I. Consent agenda:

1. Approve the 11/02/2016 thru 11/30/2016 Cash Disbursements in the amount of $28,287,958.50.

2. Approve the Regular City Council Meeting Minutes of December 5, 2016.

3. Approve the Award of Change Order #1 to Contract 16-150, Diehl Elevated Tank Repairs/Repainting to Horizon Bros Painting Corp to extend the project completion date by 45 days.

4. Approve the Award of Change Order #1 to Contract 16-181, 2016 Small= Diameter Sanitary Sewer Main Cured-in-Place-Pipelining Rehabilitation, to Visu-Sewer Clean & Seal to extend the project completion date by 59 days to December 30, 2016.

5. Approve the Award of Change Order #1 to Contract 16-226, Rehabilitation of Emergency Standby Deep Wells Nos. 24 and 31, to Layne Christensen Co. to extend the project completion date by 105 days to February 27, 2017 and for an amount not to exceed $23,420 and a total award of $492,869, plus a 5% contingency.

6. Approve the Award of Bid 16-333, Hazardous Materials Response Trailer (ReBid) to Complete Trailers, LLC for an amount not to exceed $117,000.

7. Approve the Award of Bid 16-344, Wood Distribution and Transmission Pole Inspection and Treatment (Re-Bid) to Osmose Utility Services for an amount not to exceed $119,475.04, plus a 5% contingency.

8. Approve the Award of Bid 16-347, Large Diameter Water Meter Testing and Repair Services, to HBK Water Meter Service for an amount not to exceed $231,729.

9. Approve the Award of RFP 16-339, South Central Interceptor Sewer Hardening and Protection Evaluation to Strand Associates Inc., for an amount not to exceed $162,678. 

10. Approve Top Golf's permit request to hold a fireworks display on December 31, 2016. 

11. Receive the report regarding the status of the third revised proposed Intergovernmental Agreement for shared services between the City of Naperville and the Naperville Township Road District. 

12. Approve the 2017 Annual New Sidewalk Program. 

13. Accept the public underground, street and street light improvements in Timber Grove Subdivision and authorize the City Clerk to reduce the corresponding public improvement surety. 

14. Adopt the resolution authorizing the City Manager to execute the 2017 Pace Paratransit Local Share Agreement for the operation of the Ride DuPage Program. 

15. Adopt the resolution authorizing the execution of a collective bargaining agreement between the City of Naperville and I.B.E.W. Local 196. 

16. Adopt the resolution authorizing the execution of a collective bargaining agreement between the City of Naperville and I.U.O.E. Local 150 Field Supervisors. 

17. Adopt the resolution authorizing execution of a collective bargaining agreement between the City of Naperville and the F.O.P. Labor Council covering the police detention officer employees. 

18. Adopt the resolution authorizing the execution of a collective bargaining agreement between the City of Naperville and I.U.O.E. Local 150 Fleet Services Employees. 

19. Molto Fisher Drive Subdivision located at 2119 and 2151 Fisher Drive, PZC 16-1-116:

a. Pass the ordinance approving a variance to allow subdivision of a lot with less than 66’ lot width at the right-of-way, and the Preliminary/Final Plat of Subdivision of Molto Fisher Drive Subdivision;

b. Pass the ordinance approving a variance to allow parking to encroach into the required front yard setback; and

c. Pass the ordinance approving a variance to allow an off premises sign for Molto Fisher Drive Subdivision.

20. Pass the ordinance approving a minor change to Ordinance 05-176 to remove the “consulting business” only restriction for the subject property located at 210

W. Ogden Avenue, Naperville, Illinois, PZC 16-1-166.

21. Pass the ordinance approving a variance to Section 6-6B-7 (R1B: Yard Requirements) of the Naperville Municipal Code to reduce the required rear yard on the subject property in order to construct an addition to the single family residence at 3316 Danlaur Court, Naperville, PZC 16-1-140.

22. Pass the ordinance approving the Preliminary/Final Plat of Subdivision for the NGR Development Subdivision; PZC 16-1-146.

23. Pass the ordinance granting an extension to the temporary use allowing for the operation of a temporary parking facility at 141 Aurora Avenue through December 31, 2021.

24. Waive the first reading and pass the ordinance to establish a 30 mph speed limit on Odyssey Avenue and a 35 mph speed limit on Celebration Drive. (Waive first reading requires six (6) positive votes)

J. Public hearings:

1. SSA 21 & SSA 26 to include 209 W. Jefferson Avenue, PZC 16-1-093.:

a. Conduct the public hearing regarding the proposed enlargement of SSA 21; and

b. Conduct the public hearing regarding the proposed enlargement of SSA 26.

2. FY17 Property Tax Levy:

a. Conduct a truth-in-taxation hearing for the City’s property tax levy;

b. Pass the ordinance for the Levy and Assessment of Taxes for the Fiscal Year beginning January 1, 2017 and ending December 31, 2017 adopting a total tax levy of $58,054,234; and

c. Pass the ordinance to Abate a Portion of the 2016 Tax Levy for the City of Naperville authorizing an abatement of $7,586,449 from the total tax levy of $58,054,234 for a net total of 2017 tax levy of $50,467,785.

3. Special Service Area #23 (Naper Main) property tax levy:

a. Conduct a truth-in-taxation hearing for Special Service Area #23 (Naper Main) property tax levy; and

b. Pass the Ordinance for the Levy and Assessment of Taxes for the Fiscal Year beginning January 1, 2017 and ending December 31, 2017 adopting a total tax levy of $98,939 for Special Service Area #23 (Naper Main).

4. Special Service Area #26 (Downtown Maintenance Expenses and Marketing Costs):

a. Conduct a truth-in-taxation hearing for the Special Service Area #26 (Downtown Maintenance Expenses and Marketing Costs) property tax levy; and

b. Pass the Ordinance for the Levy and Assessment of Taxes for the Fiscal Year beginning January 1, 2017 and ending December 31, 2017 adopting a total tax levy of $933,590 for Special Service Area #26 (Downtown Maintenance Expenses and Marketing Costs).

1. Conduct the first reading of an ordinance amending Chapter 4 (Street Graphics Control Ordinance) of Title 5 (Building Regulations) and Updating Title 6 (Zoning Ordinance) to Include the Addition of Chapter 16 (Sign Code). (PZC 16-1-155)

2. Atwater Subdivision Phase 2, PZC 16-1-107:

a. Pass the ordinance approving the Final Planned Unit Development (PUD) for Atwater Subdivision Phase 2; and

b. Pass the ordinance approving the Final Plat of Subdivision, Deviations to Section 7-3-5, and the Owner’s Acknowledgement and Acceptance (OAA) Agreement.

3. Pass the ordinance for the Levy and Assessment of Taxes for the Fiscal Year beginning January 1, 2017 and ending December 31, 2017 adopting a total taxlevy of $200,000 for Special Service Area #21 (New Parking Garage).

4. Pass the ordinance for the Levy and Assessment of Taxes for the Fiscal Year beginning January 1, 2017 and ending December 31, 2017 adopting a total tax levy of $68,000 for Special Service Area #25 (IL Route 59 and Lacrosse Lane).
