Westmont Village Board places purchase orders

The Westmont Village Board met Oct. 27 to place purchase orders.

Here is the meeting's agenda, as provided by the board:

The governing and policy-making body of the Village consists of a Village Mayor and six Trustees elected on an at-large basis for overlapping terms

Participants are advised that the Open Forum procedure is a privilege and should not be abused. Upon completing an Open Forum request form and submitting it to the Village Clerk before the commencement of the meeting, participants will be recognized and given a chance to speak. The time limit to speak is 3 minutes. If deemed necessary by the Village Board, the matter may be referred to Village Staff or may be placed on a future agenda for Board consideration.

All participants are expected to exercise common courtesy and follow any rules of order established or announced by the Village Board and/or Mayor. Candidates for local public office may not use this forum for campaign purposes.

Background Of Subject Matter - Developer's Note Repayment

Additional Background - Per the 2013 agreement, the Village is to issue a developer's note. Once that note has been issued, this PO will be used to make monthly payments on that note based on the sales tax and TIF property tax generated.

Recommendation - Due to timing constraints, and to reduce interest costs, it is likely that many of these monthly payments will be made with our "out of cycle" process where the check is issued and approved retroactively by the Board at the following meeting.

Board to consider an ordinance approving a Development Permit request to allow the operation of a restaurant in the B-1 Limited Business District.

Background Of Subject Matter

Applicant requests to operate a new restaurant bar & grill called Johnny's Blitz, in a currently vacant tenant space. The building is located within the Central Business District TIF and is a recommended use in the downtown.

Recommendation

Economic Development Committee gave a positive recommendation to the restaurant proposal at the October 5, 2016 meeting.

c. Developer's Note For Bradford Westmont 1 LLC

Board to consider an ordinance authorizing a Developer’s Note for Bradford Westmont 1 LLC in conjunction with the development of the Mariano’s store at 150 W. 63rd Street, Westmont.

Background Of Subject Matter

As part of its agreement with Bradford for the development of the new Mariano’s store in the South Westmont Business TIF District, the Village agreed to reimburse Bradford for certain development expenses.

Additional Background

Economic incentives are authorized by the State TIF statute & are used to lure large developments to a TIF District. The reimbursement payments will be made out of real estate tax increment generated for the property & sales taxes received from Mariano’s.

d. 5 Year Agreement With Comcast For Metro-E Services

Board to consider an ordinance approving an agreement with Comcast to provide network services to connect the Westmont Fire Department to Addison ACDC Dispatch with a 50Mb circuit and 500 North Cass to Fire HQ with a 100Mb circuit.

Background Of Subject Matter

The connection to Comcast will take the place of a microwave connection to Downers Grove and the connection to Fire HQ will become the primary connection to facilitate IP based Zetron and network connectivity.

The contract is being purchased off a bid proposal between the ETSB and Comcast.

The addition of these services is related to the consolidation of the Fire and Police Departments from Downers Grove to Addison ACDC.

e. Amending Ordinance For Abandonment Of Bicycles

Board to consider an ordinance amending Chapter 78, Traffic and Vehicles, of the Westmont Code to add regulations regarding bicycle parking and abandonment of bicycles.

Background Of Subject Matter

Village Staff is recommending changes to the current ordinance to prohibit parking/abandonment of bicycles left on village streets or other public property for more than 72 hours at the same location.

f. Declaration Of Village Property As Surplus

Board to consider an ordinance declaring certain Village owned vehicles as surplus property to be sold at the DuPage Mayors and Managers Conference (DMMC) auction.

Background Of Subject Matter

This property, as identified in the attachment, has outlived its useful life. It is outdated, non-functioning, replaced or otherwise not economically maintainable.

Additional Background

These vehicles will be disposed of by auction through Obenauf Auction Services Inc. on behalf of DMMC, beginning in November 2016. This property, upon being declared surplus and sold, will be removed from the Village's property inventory.

Recommendation

Staff recommends approval of this declaration of listed vehicles as surplus and the method of disposition.

g. Regular Meeting Schedule Modification

Board to consider a motion to amend the regular meeting schedule adjusting the November 24, 2016 and December 22, 2016 meeting dates.

Background Of Subject Matter

The regular meeting schedule can be rescheduled to a different evening or a decision to cancel the meetings can be reached. The first meeting of the new year is January 5, 2017.

Additional Background

If a decision to cancel is reached, in the unlikely event a board meeting is required, a special meeting can be scheduled. The committee meeting rotation does not include these dates.
