The meeting was held at 4:01 p.m. in the West Wing Conference Room located at 400 S. Eagle Street in Naperville.
Call to Order: The meeting was called to order at 4:01 p.m. by Chairman Kenn Miller and attendance taken by Kathy Mackenzie:

Minutes:
A motion was made by Commissioner Mary Schulte to accept the minutes of the August 23, 2016 meeting, seconded by Commissioner Benny White. The motion carried with a unanimous voice vote.
Police Department Status Report
Update
Commander Kammerer stated that the Naperville Police Department conducted Rescue Task Force Training in conjunction with the Naperville Fire Department. See below under bullet point number 3 of the Fire Department Status Report.
The Naperville Police Department provided training to twenty-six (26) local agencies on “Run. Hide. Fight. Surviving an Active Shooter event.”

Update
Deputy Chief Sander informed the commission that the Naperville Fire Department currently has two vacancies.
Deputy Chief Sander noted that the annual Naperville Fire Department Open House will be held on October 1 from 10 a.m. to 2 p.m. as well as the 2016 Firefighter/Paramedic testing at North Central College from 8:00 to 1:30 p.m.

Bureau Chief Amy Scheller noted the Naperville Fire Department and Naperville Police Department participated in Rescue Task Force Training. The TEMS team from the Fire Department and the SRT from the Police Department work together in the “Hot Zone” in an active shooter situation, but this team works in the “Warm Zone” to provide medical assistance in these types of situations.
Old Business
1. Writing Assessments – Commander Kammerer reported that the Naperville Police Department had produced a 2-3 minute video to be used in the writing assessments that will be given to the 2016 police officer candidates as part of the oral interview process.
IO Solutions is in the process of defining a minimally acceptable standard for the report that the candidate will produce after viewing the video.
2. Chairman Kenn Miller noted that the Sole Source request and contract with Dr. Alan Friedman for psychological evaluations is at the City Manager level for approval at this time.
New Business
1. The oral interview questions for police officer that were revised in February 2016 were reviewed and the commissioners decided no further revisions were needed at this time.
Action Taken
1. A motion was made by Commissioner Mary Schulte to terminate from the process police officer candidate Mark Schumacher #3. It was seconded by Commissioner Kim Widup. The motion carried with a unanimous voice vote.
2. A motion was made by Commissioner Mary Schulte to continue in the process police officer candidate Hal Bressler #2. It was seconded by Commissioner Kim Widup. The motion carried with a unanimous voice vote.
3. A motion was made by Commissioner Mary Schulte to accept the closed session minutes of the August 23, 2016 closed session meeting and retain restriction, seconded by
Commissioner Benny White. The motion carried with a unanimous voice vote.

A motion was made by Commissioner Mary Schulte to adjourn the meeting at 5:28 p.m., seconded by Commissioner Benny White. The motion carried with a unanimous voice vote.
