The meeting was held at 4:03 p.m. in the Mayor’s Conference Room located at 400 S. Eagle Street in Naperville.
Call to Order: The meeting was called to order at 4:03 p.m. by Chairman Kenn Miller and attendance taken by Kathy Mackenzie:

Minutes:
A motion was made by Commissioner Mary Schulte to accept the minutes of the July 12, 2016 meeting, seconded by Commissioner Kim Widup. The motion carried with a unanimous voice vote.
Police Department Status Report
Update
Sergeant Son brought the commissioners up-to-date on the numerous media articles which focused on the Naperville Police Department and the community.
Fire Department Status Report
Update
Deputy Chief Sander informed the commissioners that there will be three firefighter/paramedics passing probation on August 3, 2016: Nick Fredona, Scott Thiel and Nick Schaberg.
Firefighter/Paramedic Brian Peters has resigned effective July 29, 2016 to enter the seminary.

New Business
1. Firefighter/Paramedic candidate decision. A candidate on our 2014 Primary Eligibility Register who had previously indicated he was no longer interested, had asked if he could be reinstated on the list. Carolyn Clifford had provided a legal opinion that we should not allow a reinstatement to the list and Deputy Chief Sander and the Commissioners were in agreement.
2. Kathy Mackenzie gave an update on the Police Sergeant promotional process and stated the Naperville Police Department had submitted the completed 25 merit evaluations a week early. The next component will be the written test on September 8, and the oral interviews on October 11 and 12, 2016.
3. Kathy Mackenzie noted that the number of applicants verified eligible so far for the Police Officer test is 349. There are another 48 applicants who have until August 5 to finalize eligibility.
4. Kathy Mackenzie provided the commissioners with a copy of the quarterly budget report, which showed all accounts in good shape with just over half the budget year expired, except for the legal account. Other accounts were identified from which we can transfer the money. Kathy also provided the commissioners with the 2017 Calendar Year Budget Schedule.
5. Kathy Mackenzie was contacted by IO Solutions regarding a police officer candidate that was requesting a waiver to the education requirement in lieu of active duty in the military as covered in 65 ILCS 5/10-2.1.6. Carolyn Clifford suggested that we need to discuss changing our Rules (4.02) and do it before we begin accepting applications so all veterans can possibly take advantage of this waiver.
Action Taken
1. A motion was made by Commissioner Mary Schulte to continue in the process firefighter/paramedic candidate Katherine Dye Webster #58. It was seconded by Commissioner David Blaydes. The motion carried with a unanimous voice vote.
2. A motion was made by Commissioner Kim Widup to accept the closed session minutes of the July 12, 2016 closed session meeting and retain restriction, seconded by Commissioner Benny White. The motion carried with a unanimous voice vote.
Adjournment
A motion was made by Commissioner Kenn Miller to adjourn the meeting at 5:48 p.m., seconded by Commissioner Kim Widup. The motion carried with a unanimous voice vote.
