Warrenville Mayor David Brummel and other mayors from Chicagoland suburbs recently voiced their concerns about Gov. Bruce Rauner's proposal to reduce the Local Government Distributive Fund (LGDF) by 50 percent, saying cutting the state-shared income tax could negatively impact their areas.
Rauner said the LGDF to municipalities has risen by approximately 42 percent in the past 10 years, while opponents say the governor and his staff used statistics that started in 2003, which shows LGDF distribution during a recession. If the analysts use data beginning in 2001, before the recession, the LGDF for local governments has risen only 26 percent on a per capita basis. Once analysts include the inflation rate during the same time as the recession, which stood at 33 percent, the LGDF to local governments significantly reduced.
