State Representative Jennifer Sanalitro has introduced legislation in Illinois aimed at increasing safety for electric bicycle riders and other road users. The proposed House Bill 4158 would require anyone operating a low-speed electric bicycle on public roads to have a valid driver’s license.
Sanalitro explained that the bill is intended to ensure that e-bike operators are familiar with basic traffic laws and roadway rules. “As electric bicycles become more common, we need to make sure our kids and bicycle enthusiasts stay safe on roadways,” said Rep. Sanalitro. “If someone is riding on a public street alongside cars and trucks, they should understand the rules of the road. Requiring a valid driver’s license is a simple step to help protect both riders and drivers from preventable tragedy.”
The measure was developed following input from local mayors and city councils in suburban communities within the 48th District, where concerns about growing traffic congestion have been raised.
House Bill 4158 is currently awaiting consideration in the Illinois House.
Sanalitro, a Republican, was elected to represent Illinois’ 48th House District in 2023, succeeding Terra Costa Howard. The district includes Addison, Bensenville, Bloomingdale, Carol Stream, Elk Grove Village, Hanover Park, Itasca, Medinah, Roselle, Schaumburg, and Wood Dale in DuPage and Cook counties.
