Rep. Sanalitro calls for restoration of full LGDF funding to municipalities

State Representative Jennifer Sanalitro (R-Hanover Park) has called for the State of Illinois to restore the full share of local sales tax revenues to municipalities and counties through the Local Government Distributive Fund (LGDF). The LGDF is an important source of funding for public safety, infrastructure, and other municipal services. It also helps local governments lower their property tax levies.

Currently, a portion of state income tax revenue that was originally intended for local governments is diverted to the state's general fund. This reduces the amount returned to communities. Sanalitro believes that restoring LGDF to its original allocation is essential for addressing high local property taxes.

“Communities rely on their fair share of LGDF to fund police departments, fire protection, road repairs, and other vital services,” said Rep. Sanalitro. “This is revenue generated in our communities by hardworking taxpayers. It should be returned to where it belongs—helping local leaders meet the needs of – and reduce the tax burden on – their residents.”

Before 2011, municipalities received 10% of total state income tax collections through LGDF. That percentage has since been reduced in state budgets and now sits below 7%. Organizations such as the Illinois Municipal League have advocated for returning to the original 10% allocation.

“Restoring LGDF is about respecting local control and ensuring taxpayer dollars are used responsibly and transparently at the local level,” Sanalitro added. “I’m committed to working with my colleagues in Springfield to return these funds and provide the financial certainty our communities deserve.”

Sanalitro's House Bill 1282 is currently awaiting further legislative action.

Sanalitro was elected as a Republican representative in 2023 for Illinois' 48th House District, replacing Terra Costa Howard. The district includes Addison, Bensenville, Bloomingdale, Carol Stream, Elk Grove Village, Hanover Park, Itasca, Medinah, Roselle, Schaumburg, and Wood Dale in DuPage and Cook counties.
