State Rep. Terra Costa Howard, D-Glen Ellyn, is alerting residents to a free virtual utility bill review service offered by the non-profit, non-partisan consumer watchdog group, Citizens Utility Board. “As we all stay home to help reduce the spread of the COVID-19 virus, the non-profit Citizens Utility Board is reaching out to residents to offer free analysis of their utility bills,” Costa Howard said.
