Illinois Tollway seeks firms for construction management and engineering services contracts

The Illinois Tollway announced on June 18 that it is seeking professional engineering firms to provide construction management and materials engineering services for seven new contracts, with an estimated value of $57 million, anticipated to be awarded in 2026.

These services will support the agency in managing, monitoring, and coordinating remaining activities under the ongoing Move Illinois program—a 16-year, $15 billion capital initiative—as well as the Bridging the Future program and future capital projects. The Professional Services Bulletin (PSB) 26-2 outlining these opportunities is available in the Doing Business section of the Illinois Tollway’s website.

Firms interested in submitting Statements of Interest for PSB 26-2 as prime consultants or subconsultants are invited to attend an optional pre-proposal meeting at 9 a.m. on Tuesday, June 23, at Drury Lane Events in Oakbrook Terrace or virtually via Microsoft Teams. Submissions are due by 4:30 p.m. on July 10, with contract awards expected by the Board of Directors this fall. Work is scheduled to begin in late 2026 and early 2027.

According to the announcement, all professional engineering services contracts are selected following a qualifications-based selection process as required by state law (30 ILCS 535), which emphasizes demonstrated competence and professional qualifications, said the agency. Contracts undergo review and approval by the Illinois Tollway Board of Directors.

Additional resources for contractors and consultants—including bid-letting schedules, bulletins, manuals, calendars, and technical assistance programs—are also available on its website.

Move Illinois has delivered major infrastructure improvements such as a new Route 390 Tollway; a rebuilt Jane Addams Memorial Tollway (I-90); a new interchange connecting I-294 to I-57; and progress continues on other key projects including I-490 development and Central Tri-State reconstruction. Bridging the Future was approved by directors in December 2024 as a seven-year plan focused on continuing regional mobility improvements based on stakeholder feedback.
