Illinois Tollway proposes 15-year, $26.5 billion capital program for road improvements
The Illinois Tollway announced on June 18 a proposed 15-year, $26.5 billion capital program called Driving Connections, aimed at improving tollways across the state from 2027 to 2042. The plan includes major projects to alleviate traffic congestion and support economic growth throughout the region.
According to the announcement, Driving Connections will enhance transportation reliability and access while generating thousands of engineering and construction jobs. Executive Director Cassaundra Rouse said, “The Illinois Tollway is more than just roadways – it’s a vital lifeline that connects people to the jobs, goods, healthcare, housing and opportunities they need to thrive. Driving Connections reinforces that mission by putting people first and ensuring our customers – and our state – are positioned for long-term success.”
Funding for the program will come from revenue bonds and toll revenues, including proposed toll rate increases effective January 1, 2027. The Illinois Tollway stated it receives no state or federal tax dollars for maintenance or operations. For I-PASS users, passenger vehicle rates are expected to increase by about 45 cents per toll—raising the average cost from $0.07 per mile to approximately $0.11 per mile—while commercial vehicle rates would rise about 30 percent on average. All toll rates would also be adjusted every other year based on inflation starting in 2029.
Public hearings regarding the proposed changes will take place in July across several counties served by the Tollway system. Additional feedback can be submitted online until noon on August 3.
The plan outlines significant investments across all five major tollways as well as systemwide upgrades: $6.63 billion is allocated for Veterans Memorial Tollway (I-355), $3.53 billion for Reagan Memorial Tollway (I-88), $3.07 billion for North Tri-State Tollway (I-94/I-294), $2.60 billion for Jane Addams Memorial Tollway (I-90), $2.39 billion for South Tri-State Tollway (I-294/I-80), with further funding dedicated to joint projects such as those with the Chicago Department of Aviation.
Arnie Rivera, Chairman of the Board of Directors, said, "The Tollway drives our region’s economy, and Driving Connections will ensure we stay ready for the growth and opportunities ahead." Scott Paddock, Chairman of the Strategic Planning Committee, added, "We asked questions, we listened and we advanced a capital program that is comprehensive, inclusive and meets the needs of our region for future generations."
