1. Call to Order:

Ald. Bastedo called the meeting to order at 7:00p.m.

2. Roll Call – Attendance: –

3. Public Comments:

• Bill Kenny, LRS – Wheaton model introduced Pay-As-You-Throw

• Tish Powell, Republic Services

• Lisa Gerhold, Elmhurst Cool Cities – Recycling can be improved with education and awareness. More prominent. Reach people who aren’t looking. Increase Metrics for diversion.

• Kathy Sullivan – Commented on stormwater and flooding.

4. Receipt of Written Communications:

• Cool Cities – Educating the Community on Waste/Recycling/Composting flyer

5. Before the Committee:

A. Minutes of the July 14, 2025, Public Works & Building Committee:

Ald. Baker by motioned to approve the July 14, 2025 Minutes of the Public Works & Building Committee; Ald. Irby seconded Voice vote. Motion carried 4-0 (Bastedo, Bram, Baker, Irby). Minutes approved.

B. Refuse & Recycling Contract- Review of Draft RFP:

Public Works Director presented the agenda item.

6. Other Business:

• Floding concerns – Ald. Baker

• North York and Grand paving – Ald. Bram

• North York Median Lighting – When will costs be available? – Ald. Bram

• Police Station Design RFQ Status – City Manager Grabowski
