City of Elmhurst Committee of the Whole met Oct. 27

Here are the minutes provided by the committee:

1. Call to Order – Mayor Levin called the COW meeting to order at 8:08pm.

Present: Guido Nardini, Emily Bastedo, Rex Irby, Mike Brennan, Jennifer Veremis, Brian Belanger, Karen Sienko, Jacob Hill, Michael Bram, Chris Jensen, Noel Talluto, Mike Baker, Jim Nudera, and Dan Virgil

Absent: None

Also Present: Treasurer Curran, Clerk Tamer, City Manager Grabowski, Assistant City Manager Johnson, Finance Director Coyle, Assistant Finance Director Bruns, Police Chief McLean, HR Director Palm, and IT Director Kravets

2. Written Comment – Posted on BoardDocs prior to the meeting.

3. Public Comments – None

3. Before the Committee – Review of Fiscal Year 2026 Budget: City Manager Grabowski announced that the circle back memo has been updated.

A. Elmhurst Public Library – Cindy Wellwood, Library Board President and Mary Beth Harper, Library Director, highlighted last year’s accomplishments and presented the 2026 budget for the library.  Council members had an opportunity for questions.

B. Police Department – Chief McLean presented the 2026 budget for the Police Dept. while highlighting the accomplishments of the last year.  Council members had an opportunity for questions.

C. Board of Fire and Police Commissioners – Assistant City Manager Johnson presented the 2026 budget for the BFPC. Council members had an opportunity for questions.

D. Human Resources – Assistant City Manager Johnson presented the 2026 budget for the Human Resources Dept while highlighting the accomplishments of the year prior.  Council members had an opportunity for questions.

E. Informational Technology – Assistant City Manager Johnson presented the 2026 budget for the IT Dept while highlighting the accomplishments of the prior year.  Council members had an opportunity for questions

4. Adjournment – Alderman Hill moved to adjourn the meeting. Alderman Talluto seconded. A voice vote was taken. Motion passed unanimously.

Meeting adjourned at 10:02pm.
