City of Elmhurst City Council met April 15

Here are the minutes provided by the council:

1. Executive Session - Mayor Levin called executive session to order at 7:06pm

1.1 Executive Session for the Purpose of Discussing: Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees of the Public Body or Legal Counsel for the Public Body, pursuant to Open Meetings Act 5 ILCS 120/2(c)(1) Act 5 ILCS 120/2

Also present: Treasurer Curran and HR Director Palm

Alderman Bram motioned to convene into executive session. Alderman Bastedo seconded.

2. Call to Order - Mayor Levin called the regular meeting of city council to order at 7:40pm.

Dan Virgil - spoke in opposition to parking fee increase

 5. Announcements

Alderman Bram thanked city staff for assisted on the sound wall being removed from 290 that was dangling.  He requested staff to continue to follow up with the state on other sections of the wall.

Alderman Hill reminded council members of the BlueJay 5K on April 27th.

Alderman Deuter moved to accept the consent agenda in its entirety.  Alderman Nudera seconded.  

Ayes: Emily Bastedo, Guido Nardini, Mike Brennan, Marti Deuter, Jennifer Veremis, Jacob Hill, Karen Sienko, Chris Jensen, Michael Bram, Noel Talluto, Tina Park, and Jim Nudera

Nays: None

7. Committee Report(s)

7.1 Report - Parking Fund Financial Review and Parking Rates (F,CA&AS)

Alderman Talluto moved to accept the report. Alderman Jensen seconded. Alderman Talluto spoke in support of the report highlighting the need for the increases as the general fund has been subsidizing the parking system and not sustainable financially. The general fund will not be able to continue providing assistance in the future. Alderman Brennan spoke in support of the report and feels it is a balanced and thoughtful approach to solve the problem. Alderman Deuter does not support the report as she feels it is coming after a water rate increase and they shouldn't expect the user fees to cover the issue, but feels it should be covered from the general fund. Alderman Hill supports the report overall but would like to know the utilization of current parking decks and infrastructure that are in place.

8. Reports and Recommendations of Appointed and Elected Officials

8.1 Mayor Levin - The Mayor announced the Walk and Rollers Working Group are hosting Bike, Ride and Safety Day at Safety Town on Sunday, May 5th, at 10am. Senior Citizen Commission Community Conversation with the Mayor on Saturday, May 4th at 10am, City Hall. Mayor Levin thanked first responders and aldermen for attending the 9/11 Memorial ground breaking ceremony and brick pavers are still available to purchase.

8.2 City Manager Grabowski - City Manager announced vehicle stickers are currently on sale and must be displayed by May 1st.  Spring cleanup Saturdays are 4/20 for Thursday pickups and 4/27 for Friday pickups.

10. Adjournment - Alderman Sienko moved to adjourn. Alderman Nardini seconded. A voice vote was taken. Motion passed unanimously.  

 Meeting adjourned at 8:15pm.
