City of Warrenville Plan Commission/Zoning Board of Appeals met Feb. 22.

Here are the minutes provided by the board:

A. CALL TO ORDER

Chairman Cosgrove called the meeting to order at 7:00 p.m.

B. ROLL CALL

PC Present: Tim Cosgrove, Natalie Clemens, Jessica Tullier, Jim Martina, Byron Miller, Rachel Fawell

Excused: Mark Taylor, Bob Vavra

ZBA Present: Tim Cosgrove, Jessica Tullier, Jim Martina, Byron Miller

Also Present: Community and Economic Development Director Amy Emery, Assistant Community Development Director Consuelo Arguilles, City Attorney Brooke Lenneman, Planner/GIS Technician Jack Maszka, Permit and Zoning Technician Christopher Santos

C. OTHER BUSINESS

IL-Plan Commission and Zoning Board of Appeals Commissioner Training Chairman Cosgrove introduced training presenters Tom Farace, AICP and Jason Zawila, AICP, who are volunteers from the Illinois Chapter of American Planning Association (IL-APA). Mr. Farace and Mr. Zawila introduced themselves and provided their backgrounds and experiences.

Mr. Zawila provided an overview of the importance of the Comprehensive Plan, long range planning, public participation, and plan implementation. offered tips on managing public participation during public hearings and explained various types of development regulations. Mr. Farace described zoning codes, building codes, sign codes, annexations, findings of fact, special use standards, and variation standards.

E. APPROVAL OF MINUTES

1. Regular meeting of February 8, 2024

CHAIRMAN COSGROVE MADE A MOTION TO APPROVE THE MINUTES OF THE FEBRUARY 8, 2024, MEETING AS AMENDED. SECONDED BY COMMISSIONER MILLER. COMMISSIONER FAWELL ABSTAINED. CHAIRMAN COSGROVE ASKED FOR A VOICE VOTE. MOTION PASSED. MOTION CARRIED.

F. CHAIRMAN’S REPORT

Chairman Cosgrove mentioned that the State of the City Address by Mayor Brummel will take place on Wednesday, February 28th and also mentioned that the Strategic Plan Focus Group meetings will take place the first week of March.

G. COMMUNITY AND ECONOMIC DEVELOPMENT DIRECTOR’S REPORT

Director Emery introduced Andrew Johnson to the Plan Commission who will be the new commissioner that will be sworn in at the next City Council meeting.

H. ASSISTANT COMMUNITY DIRECTOR’S REPORT

There was no report.

I. PLANNER’S REPORT

Planner Maszka shared a preview of the next meeting which will include a request for a detached garage variance, a minor PUD request from the Warrenville Park District, and a courtesy review of the vacant area on Mill Street and Ferry Road to possibly add a self-storage facility.

J. ADJOURN

COMMISSIONER TULLIER MOVED, SECONDED BY CHAIRMAN COSGROVE TO ADJOURN THE MEETING AT 9:04 P.M. CHAIRMAN COSGROVE ASKED FOR A VOICE VOTE. MOTION PASSED. MOTION CARRIED.
