City of Elmhurst Public Affairs and Safety Committee met Dec. 11.

Here are the minutes provided by the committee:

1. Call to Order

The meeting was called to order at 7 :00 P.M. by Alderman (Acting Chair) Hill

2. Roll Call

Committee Members Present: Alderman Hill, Alderman Nardini

Absent: Chair Brennan

City Staff Present: Police Chief Michael McLean, Deputy Police Chief James Gandy, History Museum Executive Director Dave Oberg, Communications Director Kassondra Schref, City Engineer Kent Johnson, IT Director Larry Kravitz

5. Business Before the Committee

A. Public Affairs & Safety Committee Meeting, November 13th, 2023, Minutes

Alderman Nardini motioned to approve the minutes; Alderman Hill seconded. Roll call vote: Hill Aye, Nardini Aye. Motion carried.

B. Referral- Expanding Explore Elmhurst Trolly Routes

Communications Manager Kassandra Schref provided an overview of the current program. There was discussion on the possibility of adding stops, with Alderman Hill commenting these were preliminary discussions with a lot of data to analyze. He also indicated he has heard there has been some interest from residents in expanding the Trolly Program to the northside. In addition, Alderman Hill asked if it would be possible to conduct testing of additional routes without impacting the current trolly route. IT Director Larry Kravitz spoke on methods used to track ridership and locations of use. Alderman Nardini asked about funding for the project and how it was marketed. Alderman Hill questioned what defines the success of the Trolley Program. Finally, Mayor Levin spoke of the history and intent of the Trolley Program, emphasizing it was not meant to be public transportation, but rather a loop of city business districts.

C. Everbridge Replacement of CodeRed

Communications Manager Kassondra Schref provided an update to the Committee regarding the replacement of the “CodeRed” notification system, being replaced with “Everbridge”. Included in the update were highlights of different notification features, and the fact that residents would not be required to sign up to receive emergency notifications. Alderman Hill asked for an example of how the system would be utilized. Alderman Nardini questioned how big of a “footprint” the notification system could cover, and Chief McLean related it depended on the incident that prompted the notification.

D. Intersection Review- Kenilworth/Columbia

City Engineer Kent Johnson updated the committee on the intersection, including recent crash history. City Engineer Johnson spoke of the national standard that is often followed for the placement of stop signs at intersections. Based upon the crash history, City Engineer Johnson recommended the yield signs be replaced with stop signs, which the committee agreed was appropriate. Alderman Hill related there could be additional revisions after the Neighborhood Traffic Study was conducted in this area. In addition, Alderman Hill asked how long it would take to implement the new signage if the report was approved. There was discussion regarding the upcoming holidays, and possibly “suspending the rules” to expediate the stop signs being put in place. Alderman Nardini motioned to approve the report, Alderman Hill seconded. Roll call vote: Hill Aye, Nardini Aye. Motion carried.

6. Other Business

City Engineer Kent Johnson advised the Committee the intersection of Adams/Stratford was currently being evaluated for traffic control devices based upon crash history in the intersection.

Motion to adjourn the meeting was made by Alderman Nardini and seconded by Alderman Hill. Roll call vote: Hill Aye, Nardini Aye, motion carried. The meeting was adjourned at 8:13 PM.
