DuPage County Sheriff's Merit Commission met Nov. 16.

Here are the minutes provided by the commission:

1. CALL TO ORDER 

Meeting called to order at 8:31 a.m. by Chairman Reyes.

2. ROLL CALL 

Upon roll call, Chairman Reyes, Commissioner Kachiroubas, and Commissioner Gravina were present.

Staff members in attendance: Chief Guy Papa (Sheriff's Office), Chief Mark Garcia (Sheriff's Office), Paul Bruckner (Assistant State's Attorney), Lindsey Stern (Sheriff's Office), Debbie Krygwoski (Merit Commission Assistant)

3. PUBLIC COMMENT 

No public comment was offered.

4. NEW BUSINESS 

a. Certification of LEB Lieutenant Written Promotional Exam Results

Ms. Krygowski presented the scores from the written portion of the LEB Lieutenant's Promotional Exam, which was held earlier this month. All of the deputies scored above the 60% required to move on to the Assessment Center portion of the promotional exam process. The Commissioners acknowledged the scores and they are placed on file. Ms. Krygowski will notify the Sheriff's Office of the deputies who will be moving on to the Assessment Center.

RESULT: ACCEPTED AND PLACED ON FILE

b. Legislative Update

Counsel Bruckner gave an update on Public Act 103-0357, which allows any person legally authorized to work in the United States and authorized under federal law to obtain, carry, or purchase or possess a firearm the ability to become a deputy sheriff or police officer in the State of Illinois. Discussion. A resolution amending the Commission's Rules and Regulations to comply with this legislation will be introduced in December.

c. 2024 Meeting Schedule

Ms. Krygowski presented a draft meeting schedule for 2024. The Commissioners agreed to change the proposed January 4, 2024 meeting date to January 11, 2024. Commissioner Kachiroubas moved and Commissioner Gravina seconded the motion to approve the 2024 Meeting Schedule as amended. Roll call vote: all ayes.

RESULT: APPROVED AS AMENDED

5. REPORT FROM SHERIFF'S OFFICE 

Chief Papa and Chief Garcia had nothing to report from the Sheriff's Office.

Chairman Reyes noted that he had spoken with the Sheriff about current vacancies and streamlining the Commission's process, and the Commission is committed to working to process all candidates as quickly as possible to fill vacancies.

6. EXECUTIVE SESSION 

Commissioner Kachiroubas moved and Commissioner Gravina seconded the motion to enter into Executive Session. Roll call vote: all ayes.

Counsel Bruckner, Chief Papa, Chief Garcia, and Lindsey Stern left the room.

a. Pursuant to 5 ILCS 120/2(c)(1) of the Open Meetings Act for the appointment, compensation, discipline, performance, or dismissal of a specific employee, one-on-one interviews.

The Commission entered into Executive Session at 8:47 a.m.

The Commission returned to Open Session at 9:34 a.m.

7. MATTERS TO BE REFERRED FROM EXECUTIVE SESSION (IF ANY) 

a. Action on the certification of candidates subject to one-on-one interviews on November 16, 2023.

Chairman Reyes called for a motion to certify Corrections candidates 2601, 2606, and 2607. Commissioner Kachiroubas moved and Commissioner Gravina seconded the motion. Roll call vote: all ayes.

Chairman Reyes called for a motion to certify Law Enforcement candidates 2507 and 2508. Commissioner Kachiroubas moved and Commissioner Gravina seconded the motion. Roll call vote: all ayes.

Candidates 2118 and 2503 were not certified.

8. ADJOURNMENT 

Commissioner Kachiroubas moved and Commissioner Gravina seconded the motion to adjourn. Voice vote: all ayes.

Meeting adjourned at 9:37 a.m.
