City of Elmhurst Public Works & Buildings Committee met Nov. 13.

Here are the minutes provided by the committee:

1.   Call to Order:

Ald. Bastedo called the meeting to order at 7:02p.m.

2.   Roll Call – Attendance: -

Present:     Committee Members

Absent:    Ald. Cahill

Quorum Present:  3 present 1 absent (quorum)

Also in attendance:  Public Works Director Balicki

City Engineer Johnson

Public Present: 1 resident in person

3.   Public Comments:

Kathleen Sullivan - Supports stormwater improvement in the City.

4.   Receipt of Written Communications: None

5.   Business Before the Committee:

Minutes of the October 23, 2023, Public Works & Building Committee:

Ald. Bram motioned to approve the October 23, 2023 Minutes of the Public Works & Building Committee minutes; Ald. Sienko seconded. Voice vote. Motion carried 3-0 (Bastedo, Bram and Sienko). Minutes approved. 

Discussion of Minutes of Meetings Lawfully Closed under this Act, whether for purposes of approval by the body of the minutes or semi-annual review of the minutes as mandated by Section 2.06 of the Act 5 ILCS 120/2(c)(21) - Review of the following Executive Session Meeting Minutes to remain closed: October 14, 2015 and October 26, 2015:

Public Works Director Balicki presented the agenda item.   Ald. Sienko motioned to approve the keeping minutes closed, Ald. Bram seconded Voice vote. Motion carried 3-0 (Bastedo, Bram and Sienko). Minutes will remain closed.

Referral - New Sidewalk Policy Review and Creation of a New Sidewalk Master Plan:

City Engineer Johnson presented the agenda item. The Committee asked staff several questions related to past sidewalk installations and the current City sidewalk installation policy.  The Committee also asked questions about Highland Park’s policy, which is very similar to the City’s.  The questions the Committee asked about related to responsibility of snow removal on new walks, how this policy relates to the recently adopted new home builder contributions in areas without sidewalks, how would “short” blocks be handled, and should the policy mention the City’s on-going efforts to fill in small gaps of missing sidewalks with capital projects. The Committee also discussed revising the percentage of support in order to be a successful installation. The Committee will continue this discussion topic at a future meeting.
