8:00 AM meeting was called to order by Chair Elizabeth Chaplin at 8:00 AM.

3. PRESENTATION

Highland Park Mayor Rotering Presentation

Highland Park Mayor Rotering discussed with the Committee ways to reduce gun violence within communities. The focus of the discussion was primarily on the ban of assault weapons and large capacity magazines. Ways in which the Committee can encourage state legislators to support laws that ban such weapons was also discussed. Mayor Rotering and Chair Chaplin agreed that a resolution banning the use and possession of assault weapons and large capacity magazines is a good first step for the Committee to take. Mayor Rotering stated that she will continue to pursue all legislative avenues to ban these weapons and would appreciate any support the DuPage County Board can give in doing so.

A motion was made by Member Krajewski and seconded by Member Selmon to waive the first reading of this ordinance. Assistant State's Attorney, Barb Reynolds, notified the Committee that this amendment will still require the same due diligence and procurement process to be followed, including approval from the Parent Committee, the Finance Committee and the County Board prior to any purchases. It is not the same as an emergency procurement which bypasses County Board approval. This provision to the amendment can be removed in the future if it is no longer needed.

12. BUDGET DISCUSSION

Veterans Assistance Commission FY2023 Budget

Steven Fixler reviewed the Veterans Assistance Commission FY2023 budget with the Committee. The mission of the Commission is to provide temporary emergency financial assistance to Veterans and their families and to file federal VA claims and if necessary, take them to VA appeals. The Commission follows the Illinois Military Veteran's Assistance Act, which is State law. This Act was updated in April of 2022 and will become effective January 1, 2023. Changes taking place with the updated Act include the Commission being required to file federal VA claims and take them to VA appeals, as well as providing public aid in the form of state aid and general assistance. The overall FY2023 budget request is $724,485. This request includes: (i) salary increases to maintain and keep employees with competitive salaries and to stay on par with other surrounding VACs, (ii) hiring a fourth staff member to file VA claims, (iii) hiring a General Assistance Case Manager on an as-needed basis, (iv) sharing a Financial Analyst/Accountant with the Finance Department, and (v) paying added direct costs such as property insurance, rental of machinery, postage, software licensing, etc., as well as paying added indirect costs such as the Auditor, Finance, HR, IT, Facilities, Security, etc.

Nick Kottmeyer, Chief Administrative Officer, provided the Committee with background information on the $5M abatement item appearing on the County Board agenda for Board consideration. This abatement will have a one-year impact and will be an estimated $11-15 reduction on the 2022 tax bill, based upon the value of the property. Members of the Committee suggested that more money go back to the taxpayers overall, as the abatement will only have a small effect on property owners.

Member Garcia inquired on the status of the central receiving center being constructed by the Health Department. Staff stated the Health Department has formed a sub-committee that is taking the lead on this matter.
