10:30 am meeting was called to order by Chairman Brian J Krajewski at 10:30 am.

8. Annual Budget

A. Annual Budget -- FY 2018 Budget Review

Chairman Krajewski asked Shelter Manager, Kristie Lecaros, to give the Committee Members an overview of the preliminary FY 2018 budget. Ms. Lecaros began with the Revenue budget and highlighted an anticipated increase in revenue from Service Fees, Registration Fees and Enterprise Fund infusion. Chairman Krajewski, Ms. Lecaros, and Administrator Veterinarian, Dr. Barbara Hanek have been working on Service Fees adjustments needed to help cover the additional costs incurred by Animal Control for lab testing of rabies specimens, at a cost of $57 per specimen plus overnight shipping fees, as per the new protocol established by the ILDPH in spring of this year. The Registration revenue projected for FY18 is slightly higher as the fee adjustments made earlier in the year did not take effect until February 1, 2017, two months into FY 2017. An infusion from the Enterprise Fund will be utilized for Phase II architectural drawings and renderings needed to kick off the project, establish estimates and launch a capital campaign. Staff has met with Facilities and are developing a plan to obtain 2-D and 3-D drawings and renderings of what the finished shelter will look like upon the completion of Phase II.

Ms. Lecaros moved on to the Expense budget outlining variances from FY 2017 to FY 2018 including Salaries and Benefits, IT Equipment, Medical Services, Equipment-Small Value, and the Capital accounts. The Salaries and Benefits budget takes into account the reclassification of two existing positions and the new Operations Manager position. IT Equipment expenses are budgeted to allow for a computer workstation for the new Operations Manager and also for permanent volunteer workstations. Medical Services now takes into account the cost for vaccinations, exams and microchips for animals of citizens taking part in the Pet Population Fund LINK Low Cost Spay/Neuter program. This expense line also includes expenses incurred by Animal Control for ILDPH rabies lab testing. A new piece of Equipment-Small Value, a cauterizing unit, is needed to greatly reduce the amount of time required for surgeries. Due to the dramatic reduction in surgical time made possible by this piece of equipment, Member Puchalski and Chairman Krajewski asked if the unit could be purchased now and would like to see the purchase on the next Committee Agenda. Dr. Hanek will begin researching cautery units and any necessary parts/equipment required to make it fully functional. New shelter software and the Phase II architectural drawings are included in the Capital Improvement expense lines.

9. Old Business

Chairman Krajewski informed the Committee Members that the Operations Manager posting period ended on July 10, 2017. Several promising resumes have been received and interviews will begin next week.
