Winfield Village Board approves landscape services contract

Winfield Village Board met Thursday, March 2.

MINUTES OF A VILLAGE BOARD MEETING 

THURSDAY, MARCH 2, 2017

President Spande read a proclamation recognizing Martha Ingram's historic contributions to Winfield.

Public Comments Jessica McIntosh, the owner of Winfield Waffle, introduced her business to the community.

Village President Erik Spande presented the annual State of the Village Address. He highlighted the awards Winfield has won including the DMMC Innovation award. He discussed the infrastructure improvements in the town. He stressed the health and wellness features that make Winfield a unique Village in DuPage County. He further highlighted the efficiency and lean budget on which the Village runs. He discussed the new amenities and developments in town as well as partnerships with government entities. He discussed Springfield's budget crisis and the pension crisis in the State. He discussed the vision the Board has for the Village over the next five years.

At 7:20 PM Trustee Mustes joined the meeting.

MOTION Trustee Hogan made the motion and Trustee McCurdy seconded the motion to approve the Consent Agenda as presented. All the Trustees voted in favor and the motion passed. 

A. Motion approving minutes from the Village Board and Committee of the Whole meeting held on February 16, 2017.

B. Motion approving payment of bills for March 2, 2017.

MOTION Trustee Mustes made the motion and Trustee Hogan seconded the Motion to approve a contract for landscape maintenance of Village properties in 2017 with W.A. Management of West Chicago, IL in the not-to-exceed amount of $26,350. All the Trustees voted in favor and the motion passed.

Discussion: Public Works Superintendent Tye Loomis presented information on a jointly bid contract with the Winfield Park District for landscape services. The Village has previously collaborated with the Park District to competitively bid for landscape maintenance work. W.A. Management provided the lowest responsive bids and has performed satisfactory work for the Village in the past.

MOTION Trustee Mustes made a motion and Trustee McCurdy seconded the Motion to approve a resolution authorizing the DU-COMM 911 Dispatch Center Relocation Project site plan and associated site improvements. All the Trustees voted in favor and the motion passed. Discussion: Community Development Coordinator Peter Krumins presented information on the proposed construction of a new 911 Call Center to be located in the DuPage County Government Complex west of County Farm Road and south of the railroad tracks. In addition, this project will include the construction of a pedestrian pathway between the east end of Beecher Avenue and the County Complex. The Village Board reviewed this item at the February 16, 2017 Committee of the Whole, with direction to proceed forward for a vote.

Village President Spande stated that there will be a State of the Village Address on March 29" at Cooper's Corner restaurant at 6:00PM. He further stated that this address is open to the public.

MOTTON At 7:51 PM Trustee Bajor made the motion and Trustee McCurdy seconded the motion to adjourn the meeting into the Committee of the Whole. All the Trustees voted in favor and the motion passed.
