Woodridge Board of Trustees to consider amendment to video gaming ordinance

Woodbridge Board of Trustees will meet at 7:30 p.m. Thursday, July 21.

The Woodridge board of trustees consists of a mayor and six trustees who are elected at-large for overlapping terms of four years. As the policymaking body of the village, the board approves ordinances and adopts resolutions. The village clerk, also elected for a four-year term, keeps all official records and maintains minutes of all board meetings.

A. RES-2016-37 A Resolution Authorizing the Mayor and Village Clerk to Execute a Certain Agreement for Engineering Consultant Services Between the Village of Woodridge and V3 Companies – Janeswood Drive Reconstruction Project Regular Board Meeting Agenda Page 2 July 21, 2016 This is a contract between the Village and V3 Companies to provide design and construction engineering services on the Janeswood Drive Reconstruction Project (Woodridge to Janes) 

B. RES-2016-38 A Resolution Authorizing the Mayor and Village Clerk to Execute a Certain Agreement for Engineering Consultant Services Between the Village of Woodridge and Patrick Engineering Inc. – Woodward Avenue Resurfacing Project This is a contract between the Village and Patrick Engineering Inc. to provide design and construction engineering services on the Woodward Avenue Resurfacing Project (I-55 Bridge to Internationale Parkway). Approximately $567,857 of the construction cost will be funded with a federal surface transportation program grant. 

C. RES-2016-39 A Resolution Authorizing the Mayor and Village Clerk to Execute a Certain Extinguishment of Golf Course Parking Easement – Main Street at Seven Bridges Approval of this Resolution would remove the current Golf Course Parking Easement currently in place on the Northwest Quadrant of Main Street at Seven Bridges property. 

D. Request to Purchase One (1) Ford Utility Police Patrol Vehicle This motion would allow for the purchase of one patrol vehicle that is scheduled for replacement this budget year. The total cost for this vehicle is $28,000 which is favorable to the CY2016 budget. 

E. RES-2016-40 Resolution Waiving the Competitive Bidding Process and Approving a One (1) Year Extension of the Janitorial Service Agreement Between the Village of Woodridge and Klean-Ko Inc., for the Period of August 1, 2016 to July 31, 2017 This resolution approves a one (1) year extension for janitorial services for the Village Hall, Police and Public Works Department, and the Janes Avenue facility for the period of August 1, 2016 to July 31, 2017 with Klean-Ko Inc., the current contract holder, at a 0.0% cost increase. 

F. Motion to Waive the Competitive Purchase Process and Purchase Four (4) OMNI 10 Inch Turbo Meters and ACT-PAKs to Replace the Existing Master Meters from HD Supply. This motion waives the competitive bidding process to allow the Village to purchase OMNI Sensus meters, the standard water meter purchased for new installation and replacements in the water system. This motion authorizes the purchase of four (4) OMNI 10 Inch Turbo Meters and ACT-PAKs to Replace the Existing Master Meters from HD Supply in the Amount of $38,760. These master meters verify the total gallons purchased from DuPage Water Commission and fed to the towers. 

G. RES-2016-41 A Resolution Authorizing the Mayor and Village Clerk to Execute a Certain Agreement for Construction Inspection Services Between the Village of Woodridge and James J. Benes and Associates Inc. This resolution would approve an agreement with James J. Benes and Associates to complete infrastructure inspections on various new developments. 

H. ORD-2016-25 An Ordinance Amending the Annual Budget for the Village of Woodridge for the 2016 Fiscal Year This is a budget amendment to Fiscal Year 2016 which will transfer $250,000 from the General Fund to the Police Pension Fund in order to provide additional funding to the Village’s Police Pension Plan. 

I. RES-2016-42 A Resolution Authorizing the Mayor and Village Clerk to Execute a Certain Intergovernmental Agreement for Implementation of the Village's Illicit Discharge Detection and Elimination Program Between the Village of Woodridge and DuPage County This proposed intergovernmental agreement would provide for DuPage County to complete the inspection of Village owned storm sewer outfalls located in Will County. The County already completes this work for the Village outfalls located in DuPage County. The inspections are required for compliance with the National Pollutant Discharge Elimination System (NPDES). 

J. RES-2016-43 A Resolution Authorizing the Mayor and Village Clerk to Execute a Certain Second Extension of the Multi-Tenant Industrial Building Lease - 8102 Lemont LLC This Resolution approves a one (1) year extension of the current lease agreement for approximately 14,500 square feet of offsite storage space for storage needs of the Public Works Department for the period of September 1, 2016 to August 31, 2017. 

K. Motion to Approve the Award of Bid #2016-06, Lift Station Driveway - 75Th Street and Providence Drive, to E. Hoffman Inc., Lombard Illinois, in the Amount of $76,143.00 This motion will award Woodridge Bid 2016-06 for the installation of a driveway access for the 75th Street Sanitary Lift Station to E. Hoffman Inc. of Lombard, Illinois in the amount of $76,143.

 L. RES-2016-44 A Resolution Authorizing the Mayor to Execute a Mutual Release of Claims, and for the Village to Refund AMLI at Seven Bridges, LLC $684,330.54 for Overpayment of Water and Sewer Utilities Approval of the attached resolution will authorize the Village to pay AMLI at Seven Bridges, LLC $684,330.54 due to overpayment of water and sewer utilities and authorize the Mayor to execute a Mutual Release of Claims. 

M. ORD-2016-26 An Ordinance Authorizing the Disposal of Personal Property Owned by the Village of Woodridge, Illinois 

N. RES-2016-45 A Resolution Making a Determination Relative to the Release of Executive Session Minutes Pursuant to the Open Meetings Act, January to June 2016 This resolution fulfills the requirements set forth in the Open Meetings Act which requires that Executive Session minutes be reviewed at least semi—annually.

X. ADMINISTRATOR'S REPORT A. RES-2016-46 

A Resolution Authorizing the Mayor and Village Clerk to Execute a Certain Amended and Restated Development Agreement – Main Street at Seven Bridges Pulte Homes is seeking approvals to develop the Northwest Quadrant of Main Street at Seven Bridges with an 80-unit row home development and three commercial buildings along Main Street. The proposal requires an amendment to the 2007 Development Agreement for Main Street at Seven Bridges. 

B. ORD-2016-27 An Ordinance Granting a Minor Amendment to the Conceptual Plan, Amended RPUD Zoning Lot Plan Approval for Zoning Lot No. 1, Amended Preliminary and Final RPUD Plan Approval for Main Street at Seven Bridges, and Amended Plat of Subdivision for Uptown at Seven Bridges – Pulte Homes – Uptown at Seven Bridges 

C. ORD-2016-28 An Ordinance Amending the Village Code - Title 3, Chapter 4E and Title 3, Chapter 3 - Video Gaming, Liquor Control This item amends the Video Gaming Ordinance by removing the reference to the DuPage County Health Department Food Code and reduces the number of available video gaming licenses from eight (8) to seven (7). 

D. Motion to Approve the Award of Bid #2016-05 Crabtree Creek Streambank Stabilization Project to Nettle Creek Nursery Inc. of Morris, Illinois in the Amount of $169,081.00. This motion will award the bid for the Crabtree Creek Streambank Stabilization Project (Bid# 2016-05) to Nettle Creek Nursery Inc. of Morris, Illinois in the amount of $169,081.00.
